Impact assessment asks the hard question before implementation starts: what else changes if this changes? It forces teams to look beyond the initiating request and identify the people, documents, controls, systems, and risks that will move with it.

Weak impact assessment creates false confidence. The change appears approved, but the surrounding operation is still unprepared for what it will alter.
